The Interstate Commerce Commission reports sweeping express rate cuts of about 15 percent, large reforms in regulations and practices, and a reorganization of operations. The study, by Commissioner Franklin K Lane, covers 600 pages and millions of records, arguing reduced costs will ease the high cost of living for households.
July 15 a night patrolman James Skinner was shot and killed while trying to stop a drunken brawl between four negroes. Two suspects were arrested and spirited out of the city for safety. Guardsman to Travel to Sparta encampment. Fortyseven officers and men of the royal company of the state guard left for the national encampment at Sparta Wisconsin for ten days in camp under regular army instruction.
A cloudburst at Alton Illinois drowned four people and damaged two miles of streets six buildings and the Alton Gas and Electric plant with total losses around 250000. Water nine feet deep flooded business and residence districts as sewers rose and foundations washed away. Heroic rescues and a dramatic street-clearing effort preceded the collapse of a culvert and plant. Denver reports over a million dollars in damage and one fatality from a July 14 cloudburst. Poplar Bluff notes a man shot his wife and then himself on July 15.

Vean Gregg of Cleveland hurts shoulder wrestling. Cleveland Naps short on players but rich in long names. Louis Radiant joins St Joseph from Des Moines, backing the Drummer’s backstop while Gossett and Castle are out. The Jersey City Toronto game of May 9 sees ten pitchers used, Skeeters win 18 to 12.
Washington D C July 14 The International Bible Students Association closed an eight days convention at Glen Echo Park with about forty speakers. Pastor Russell was principal speaker urging that the New Covenant follows the Old and predicting a Messianic Kingdom bringing blessing to Israel and the world. He warned against misreading Paul and urged faithfulness to God amid social unrest and the coming Day of Restitution. The speaker spoke of the general assembly of the elect church and urged readiness for the Bridegroom.
The Commercial Club works to secure new electrifiers along Main street to upgrade light service. Officials hope to have them ordered and in place as changes are made, promising Carson a brighter, better lit business block in the valley.
