His Russia studies built public understanding of Russian internal evolution through decades of residence travel and correspondence with intellectuals and reformers. From 1885 he visited Siberia and later examined Russia’s convict system earning international fame. Born in Norwalk Ohio he began as a telegraph operator in Columbus.

Mrs. David E. Howell of Pleasant township has died from the grippe. Seven other family members are ill, all struck within forty eight hours. Mrs. Howell, age 87, born in Ohio, moved with husband and children to Iowa in 1910 and had lived in Pleasant township the past two years.

Paris February 16 Hugh C Walace the American ambassador delivered to the foreign office a memorandum from President Wilson stating he could not approve Premier Lloyd George's settlement proposal. An identical memorandum was delivered to the British foreign office in London.
