Smith Proposes Debt Free Government Spending Control
Congressman Walter I Smith of Iowa pushes a radical business like plan to keep government expenses within revenues and assign responsibility to the president and department heads. His amendment, ruled out on a technicality, drew favorable attention as a likely eventual adoption. The approach would require the treasury to report any year with excess expenditures and seek loans or new taxes to cover the deficit.
