City officials returned from Topeka with news that state superintendent of insurance modified the recommendations to avert a third class rate hike. If Atchison meets the requirements, the higher rates are avoided, saving about $5,000 annual fire department costs and delaying a $15,000 water plant pump. The city has three months to implement, with two new firefighters and 2,000 feet of hose among the key items.
