The United States and Britain formally submitted the Camp David plan for a nuclear test ban to the Soviet Union. Soviet officials, led by Semyonski and Tsarapkin, indicated the Western proposals were an encouraging start but demanded clarification on central details and obstacles to a partial ban.
New Flagstaff mayor Wheeler outlines goals for municipal sanitation, land development between Hagstall and East Flagstaff, and expanding water supply. He plans budget funding for studies, street paving on the West Side, and continued tourism and industry development. He opposes forced relocations and favors rehabilitation plans within urban renewal.
Eleven Air Force men were rescued from a burning tanker during a ditching 40 miles east of Patrick Air Force Base. Three bodies were recovered, identified as Sgt. Joseph M. Pheis, 38, of Bloomington Illinois, Frank E. Bence, 34, Bay Minette Alabama, and Shirley D B Remmer, 27, Shelbyville Indiana. Survivors included Lt. John Rogers who was pulled from moderately calm seas by a helicopter in good condition as surface craft joined recovery near Port Canaveral. The Sullivans, Angelo Pete and other vessels assisted with casualties and survivors amid flare light.
Dr. Max L Basemann, Arizona State College language professor, heads to St. Petersburg, Florida after the death of his mother Susie Basemann 85. She spent most of her life in Adrian Minnesota, moved to Florida two years ago with her daughter Elsie Basemann who retired from government service. Survived by son Carl Baseman of Cedar Rapids Iowa and sisters Mina Tinnes and Mrs Howard Peters, both of Adrian.
Williams PTA moves its meeting to April 5 in the high school library due to spring break conflicts. Kaibab Junior Women's Club aims to raise 300 toward a Williams swimming pool with a mid May rummage sale and a clothing drive chaired by Mrs. Charles Sharpe. The MIA dance night featured Dan Owen Seligman George Farnworth Virginia and Johnny Cooley with about 40 youths. The Williams Playmakers prep an Easter tableau for April 7 at the high school gym as part of a yearly program. Robert Hamilton directs a musical segment and men and women are invited to volunteer. A free will offering supports the Gas Fer program. The Bill Williams Mountain Area meets April 16 at City County Shuttling.
Flood danger spread across the Midwest with spring overflows threatening more evacuations. In five states Nebraska Iowa South Dakota Kansas and Missouri the Red Cross reports about 4000 people displaced while other areas of Illinois Wisconsin and Minnesota saw temporary homelessness amid rising rivers and streams.
The Flagstaft Indian Dormitory will host its second annual Open House on Subday from 2 to 4 pm. Principal Bill Hobgood invites the public to Mars Hall near Clark Homes to tour facilities with student guides. Displayed will be Indian crafts and refreshments provided for visitors. The dormitory, opened by the Interior Department in September 1958, houses about 312 Indian children in 12 grades across seven city schools, most from the Tuba City reservation, living there nine months of the school year.
The House Interior Committee approved a bill to give the Navajo Tribe irrigation projects on its reservation. About 60 units covering 23,800 acres are involved. Original reimbursable construction costs were $6,470,000 with $670,000 canceled. the remaining costs would not be paid by the tribe. The title would apply as a lien once a sale to a non Indian occurred.
Dallas promoter Addison, once securing a million in loans for ventures, is described as broke by creditors in federal court. Referee Elmore Whitehart ruled that not denying insolvency is a judicial admission and scheduled another hearing for April 35.

City officials, led by City Clerk Marty Biehl, say March readings will correct January and February water bills. Heavy winter snows prevented exact meter readings, so bills were estimated from prior usage. Adjustments will raise or lower bills depending on whether initial estimates over or undercharged customers in Playstud.
Washington AP By Mouse Ways and Meats today signed down a government paid health in age gee for retired persons. By a 178 rate, the tax ap roting committee refused to include the Blow in a general bill revising the Social Security system. Rep Aime J Forvand Ri told newsmen that despite the committee action he will try to force a House vote. Forvand author of the Health in nsurance bill said he will feel signatures of a majority of the Moise members to bring to the floor a separate SM calling for hospitalization surgical and nursing home benefits.
Flagstaff flagmen known as the Gray Angels patrol highways performing roadside aid. They have aided motorists with flat tires and directions, earning a local nickname. The group aims to expand as an associate membership drive begins, seeking civic support for a worthy city project without pay.
