NY markets softened with the Dow Jones industrial average down 5.33 to 866.68 at noon after a sharp early slide. Trading was moderate as declines outpaced advances on the New York Stock Exchange, with widespread list of securities showing losses amid broad sector weakness.
The plan would boost base revenue under a 1969-70 scenario, with six counties gaining the minimum increase and eight receiving more. Coconino, Apache, Cochise, Mohave, Navajo, and Yuma would be the six, while Greenlee’s 82 percent rise would lead among counties. Maricopa would gain about 1.8 million, Pima 541 thousand, and Gila around 47 thousand. The total extra income could approach 36 million if adopted. Technical Advisory Committee members include K J Weirgel, D A Dicicco, Robert Esterbrook, William Price, William Ordway, Charles Smith, Edward Hall, Verne Tregonis, and Mulford Winsor.

Clarence O Campbell 70 who lived in Winslow since 1913 died Tuesday at Flagstaff Community Hospital. Services Friday at 2:00 p.m. in Scott Mortuary Chapel Winslow with burial Desert View Cemetery. Born in Texas he came to Winslow in 1913 and worked for the city serving as cemetery custodian before retirement. Survived by daughter Barbara M Dugger two sons Clarence and John. one brother and one sister out of state five grandchildren and one great grandchild. Friends may call tonight 7 to 9 at Scott Mortuary.
The Associated Press reports unions and three copper firms resumed talks in Arizona. Phelps Dodge declined to predict when a settlement would come, with Wednesday seen as possible for progress. Other negotiations with Anaconda and Kennecott faced mixed results and several unions rejected offers.
