PHOENIX AP The Coco nino Community Guidance Clinic may be used by county authorities to determine a prisoner's preliminary mental condition. State Atty. Gen. Gary Nelson ruled that psychologists or social workers who are not doctors may perform the examination and counties may pay via the sheriff's office or county hospital for indigent prisoners. non indigents should be billed and the clinic warned.
