A federal panel, the Commission on Federal Paperwork, seeks to simplify government forms. Since October 1975 it has issued 100 recommendations aiming to save billions, with hearings across cities through May. Major actions include annual wage reporting and consolidating 41 welfare and income security forms.
The Board of Supervisors voted 2-0 to back the Arizona County Treasurers Association for legislative authority allowing counties with computer capability to prepare their own tax rolls. County Manager Jack R. Smith said Coconino County already has the capability. The action followed a state department foul up that delayed tax bills and caused penalties. The board also set a Jan 17 1978 meeting to discuss a county morgue facility, and approved funds for jail expansion and furnishings.
Thomas E. Spike Way has been appointed magistrate pro tem for the Flagstaff JP by unanimous vote of the County Board of Supervisors. He will serve 30 days replacing Justice of the Peace Joseph C. Garcia who is on medical leave after a year of police oversight investigations and a prior reprimand. The pro tem begins work immediately.
Arizona Senator Paul Fannin announced 27 residents from Arizona as alternates for the three U S service academies with Miss Kathleen Holt of Flagstaff High and Christian Winchester of Williams among the group. Principals were named for each academy and the Merchant Marine Academy, chosen by academic records exams interviews and recommendations. Alternates may compete for other openings next summer if requirements are met.

President elect Carter will hold a three day preinaugural cabinet meeting on St Simons Island Georgia to discuss tax cuts and the economy. He will travel with Vice President elect Mondale and cabinet members by chartered airliner and Air Force jet. Leaders include Michael Blumenthal Thomas Lance and Charles Schultze as they plan free wheeling sessions to set early policy and build team cohesion before January 20.
Chicago factions reached another settlement to avoid a black Democrat revolt over mayoral succession. Aldermen will appoint Michael Bilandic as acting mayor for six months and he will not run in a special election. Wilson Feets will chair the Finance Committee and the council will create a vice mayor post filled by a Polish American alderman. Frost aides and others reportedly negotiated, triggering mixed reactions from Frost supporters.

Washington AP Frunk A Hart a Michigan Democrat and three term Senate liberal died at his Washington home after announcing in June 1975 he would not seek a fourth term. He championed civil rights and consumer protection while opposing large business power. President Carter praised Hart as a man of integrity and a tireless defender of consumers.
