The New York stock market opened with gains but slipped to near flat by noon as interest rate concerns weighed on activity. The Dow Jones industrial average slid to 64.53 after a brief positive start while gainers slightly outnumbered decliners on the NYSE. Norton Simon led the active list with a 0.5 percent drop amid a 206,000 share block traded at 20.
Lyle Knight and Eugene Sturtewagen represented Flagstaff in a Phoenix meeting of state United Way and council executives. Frank Jones joined as press relations liaison while Jim Fletcher and A J Hoffman outlined the Program for the Future and Arizona’s share and fall campaign plan targeting state employees.

An Oklahoma couple pled guilty to a knifepoint auto theft from an elderly Minnesota man and received five years probation in Superior Court. Larry Durbin and his wife were jailed since their June arrest near Winslow. Durbin was also ordered to serve one year in jail with credit for time served.

He urges DPS inclusion in the Quad-State Narcotics Information Network to unify drug enforcement across Arizona New Mexico Utah and Colorado. The strike force operates from Pima County Attorney’s office and serves Cochise Pima Santa Cruz and Yuma counties.
Flagstaff City Manager Charles K. McClain said the Downtown Business Association asked for a temporary delay in a session with city staff to discuss a proposed downtown parking improvement district. Rudy Espino confirmed more time is needed to solidify goals. Up to 60000 dollars was approved for engineering studies, to be repaid by higher assessments if the district forms.
Flagstaff city government postpones five percent merit raises for at least a week as a review board, led by City Manager Charles K. McClain, awaits supervisor lists of eligible employees. Up to three percent of staff may receive raises once approved.
