Welfare ruling upholds aid for unemployed in California
The state Supreme Court ruled that AFDC benefits must be paid to working recipients under a federal formula designed to encourage employment. It overturns a March decision by Alameda Superior Court Judge Kroninger and could affect thousands of families across the state. Alameda County and others argued some recipients had combined earnings and welfare grants higher than nonentitled families. The court noted the program is federally sponsored and payments are required by federal law. Judge Kroninger had ordered stopping payments to earners above need, a move now contested. About 800 Alameda recipients were cut off recently, rising to around 1,800 before the appeal. Reapplication could restore aid unless earnings are substantially higher.
