In San Francisco and Oakland, Teamster lumpers staged sporadic refusals to load and unload trucks in a contract dispute involving Local 280 in San Francisco, Local 70 in Oakland, Local 287 in San Jose and Contra Costa County. Officials said effects were limited at wholesale markets though full impact was expected Friday with about 20 trucking firms unable to haul produce from Salinas, San Joaquin Valley and other districts to the Bay Area.
