Health insurance regulation sought by administration
Washington officials announced plans to seek federal regulation of private health insurance companies to ensure fair pricing and quality coverage for most Americans. HEW Secretary Richardson outlined measures requiring employer plans, federal standards for states, independent insurer audits, cost disclosures, and insurance pools for small employers and the unemployed, with standby federal authority if states fail. The administration backs Kennedy's cradle-to-grave proposal but cautions against overpromising.

Judge strikes down part of welfare reform law
SACRAMENTO UpI reports Superior Court Judge Sage Abbott Goldberg ruled that a provision counting a stepfather’s income to reduce AFDC benefits is invalid. The ruling requires proof that the stepfather’s earnings are actually available for the wife and her children before they may be counted in aid calculations. The decision cites federal regulation limits and notes state community property laws do not override federal AFDC rules.
