Stephen Trott head of the Organized Crime and Narcotics Unit was appointed acting chief deputy district attorney yesterday, replacing John Howard who plans retirement next year. Newly sworn in District Attorney John K. Van de Kamp said Howard will remain on staff as an adviser. Howard had served as acting district attorney for three months after Joseph Busch's death as candidates for the post were considered. Van de Kamp, appointed district attorney last Thursday by the Board of Supervisors, announced plans for special committees to review operations of the district attorney's office and audit planning, structure, and staffing.
