Reagan Walks Out as Tax Reform Talks Collapse

California tax reform talks collapsed after Governor Ronald Reagan stormed out amid a heated bargaining session. Democrats said he left to catch a plane, while Republicans claimed he departed swiftly for the flight. Officials described a broad impasse on balancing a 4.7 billion budget, raising income tax by six tenths of a percent, and funding school aid through increased taxes, with both sides blaming the stalemate on negotiating tactics and language changes. Moretti announced Democrats would push their package without the governor.
