State employee group seeks firing of health director

The California State Employees Association urged the firing of Health Director Jerome Lackner and a $46 million staffing surge at state mental hospitals. Gov Brown called it the opening gun in pay and benefit talks as the state had already authorized $8 million for hundreds of new staff. The Health Department is probing 36 patient deaths at 10 hospitals and 19 more at Camarillo State Hospitals. CSEA cites staffing and training failures, naming Lackner and deputy Don Miller as needing resignation. The group plans to push emergency legislation for the $46 million to raise hospital standards per a 1973 study. Brown cautions that the demand signals a tough round of negotiations with possible tax pressure and broader cost concerns.
