Aid approved for handicapped children education plan

The House voted to authorize 80 million dollars over two years to fund education for handicapped children and begin a path to permanent, larger authorizations. The measure, passed 44 to 7, would shift federal aid toward local schools, with 75 percent of funds to local districts by 1978, and set new formulas starting Oct. 1, 1977. President Ford's veto is anticipated by some lawmakers. The plan aims to educate all handicapped children, addressing the current gap where only about 40 percent of over 8 million eligible receive suitable education.
