Dymally unveils redistricting plan to favor black seat
Senate reapportionment chairman Melvyn Dymally proposed a congressional redraw creating new districts in Southern California and along the coast. He said the plan would nearly guarantee a black winner in a new central Los Angeles seat while adding seats in San Diego Orange counties Santa Clara Santa Cruz Riverside Los Angeles San Bernardino and Santa Barbara Kern counties. He predicted Democrats would gain two seats Republicans two with a fifth contest between majors.
