Import controls approved in Senate vote on Nixon powers
The Senate voted 53 to 29 to grant President Nixon authority to raise the import surcharge to 15 percent and to ban products from any country, with the administration saying it would not use such broad powers. Critics called it a risky move, warning it could spark economic and even military tensions. The measure would allow a balance of payments emergency, quotas, or loans on any imported product, with a single product or nation potentially targeted. Senate Finance Committee chair Russell Long urged the authority would restrain Nixon in trade and currency talks even if not used.

The Senate approved 750 million in added investment tax credits for firms building plants in declining rural areas or inner city ghettos and a 902 million tax cut for low income families, cutting 2.7 million Americans from tax liability and offering refunds next spring. The votes supported Nixon’s 15.5 billion three year tax cut package to spur recovery, with amendments moving investment credits to 10 percent and targeting areas with high unemployment. Opponents warned of shifting industry patterns, while administration officials called the measures risky.
