Prisoner Exchange Pact Between U.S. and Mexico
The United States and Mexico agreed on a treaty to permit the exchange of prisoners subject to legislative approval in both nations. Americans in Mexican federal prisons could finish sentences in the United States and vice versa, while state prisons are excluded. About 60 Americans and 1,200 Mexicans are in federal custody. Negotiations began last summer in Mexico City during Kissinger’s visit, prompted by family complaints of harsh treatment and long terms for minor drug offenses.
