Carter environmental plan urges strict enforcement and standards
President Carter outlines in a 37 page message the most far reaching environmental program. He stresses better administration and enforcement of existing air and water laws and calls EPA to regulate cancer causing substances in drinking water. He seeks standards for best technology to clean chemical discharges by 1984 and EPA regulation of 1400 pesticide ingredients.
