Reagan unveils tax relief plan for California schools

Gov Ronald Reagan proposes a 1.3 billion property tax relief program funded partly by a federal revenue sharing bill and state reserves. The plan lowers property taxes for a family of four with a 15000 adjusted gross income by about 70 yearly, raises sales and cigarette fees, and greatly boosts state aid to most California school districts while restricting local tax hikes without a popular vote. Some districts like San Francisco and Beverly Hills could lose under the plan, and debate looms as Assembly Speaker Moretti pushes his own $831 million relief package.
