Gov Rockefeller refused a last minute staff appeal to visit Attica Prison during the September riot to avoid turning the scene into a worldwide theater. Oswald suggested he visit only if hostages were released and inmates returned to cells, a plan Rockefeller deemed unwise after negotiations stalled. The commission later noted inmates prepared for a violent outcome, with media figures blamed for sensational coverage and the unrest tied to broader revolutionary activism in society.
