Massachusetts bill tests undeclared war authority
In Boston a proposed Massachusetts measure would bar federal troops from U.S. armed forces deployments abroad without a formal declaration of war. The bill faces House approval and, if passed, goes to the Senate. Supporters say it would allow residents to challenge the Vietnam War's constitutionality in court. Critics call it nullification and an attempt to conflict with federal authority.
