Harvard professor argues housing referendum unconstitutional
Harvard law professor Archibald Cox urged the Supreme Court to strike down California's public housing referendum, saying it discriminates against the poor. He joined the San Jose case against voter approval for low income housing while noting a 1989 Akron decision on racial discrimination in housing was persuasive. Opponents warn such referendums could block federal housing funds and set a nationwide obstacle to low income housing.
