California school districts would have to raise property taxes by nearly 400 million dollars if Governor Reagan's budget is adopted. Assembly staff said districts with more than 9 percent of the state's public school students would see higher local taxes to maintain education levels and absorb inflation. San Francisco and Los Angeles districts face large totals to meet existing costs, with a statewide impact anticipated.
