California Medi Cal Emergency Claim Disputed in Court
The court reviews whether a 10 percent Medi Cal cut without public hearing can be justified by a declared fiscal emergency. Brian argues rising claims and costs spurred the emergency, while Gallagher counters no December caseload estimates existed and previous data showed spending cuts. The judge notes several conclusions are not supported by evidence and cites a May memo on an impending deficit and delayed relief.
