Admiral Elmo Zumwalt said President Nixon had to accept a savage Soviet diplomatic note and pressure Israel to lift its encirclement of Egyptian troops during the 1973 Mideast war. He cited the U.S. Navy being outnumbered and noted the Soviet threat to intervene if supplies to the Egyptian Third Army were blocked. Health officials push ban on high tar cigarettes
The government said cigarettes pose a serious health problem to non-smokers and proposed banning those with high tar and nicotine. Caspar Weinberger sent Congress a report outlining hazards to nonsmokers and urged legislation to bar manufacture or sale of overly hazardous cigarettes. The ninth in a series report notes nonsmokers mostly face eye and throat irritation with risks rising for those with heart or lung disease.
