Four hour meeting leaves Fremont planning dispute unresolved

Fremont planners spent four hours in a special meeting without settling conflicts over private street access in garden home developments. They adopted criteria for micro commercial centers but balked at allowing small commercial projects outside planned districts. Developers urged looser street and parking standards to cut costs, while staff and officials pushed toward public street standards and a mandated field study. The panel ordered a crash study on parking and a later session to evaluate two sides, with a potential field trip planned. They also asked staff to propose provisional use permits for tow truck service at some gas stations and to identify zones for this use.
