President Reagan prepared to address a joint session amid a California budget standoff. Governors and lawmakers pressed to resolve a impasse on a $100 million income tax rebate and school funding while 18600 state employees faced uncertain pay during the budgetless period.

A hypodermic needle was also stolen from a sacked office and later recovered in an American Cancer Society donation tin, police reported.
Fremont Unified School District trustees hold the second of three public budget sessions at 7:30 p.m. Tuesday July 8 in the Instructional Materials Center Fremont Blvd adjacent to Conerville Junior High. The board plans to adopt a published budget by law next Wednesday and finalize the 1919 70 expenditures at an Aug 6 meeting.

Newark mentor club will perform skits and evening judging contests will be held at 7 p m in the stock arena. The Jayside Club handles steers dairy cattle sheep hogs and 4 H junior leader will oversee events with the master show.
