A compact report describes a small lot ordinance and minutes from a busy board meeting. It mentions streets sewers and water near the Mines Tesia Road area and a public hearing center in Newark High School C 4 room for job workshops.
Alameda County health director Dr James Malcolm outlines gaps in the two year old anti drug abuse program noting the lack of a halfway house. An inpatient heroin detox unit at Fairview Hospital San Leandro will treat up to 1000 annually, with many needing rehabilitative care in a therapeutic community. Some clients may use existing halfway houses run by Project Eden in Hayward and other agencies, but demand exceeds capacity. A $723 008 federal grant application seeks a residential care facility to complete the program. The effort is supported by federal funds and Short Doyle money, with a second year cost of 135 000. The plan aims to prevent drug use and convert users to non users, guided by a committee of county officials and volunteers.
Hayward official Charlie Santana and two bail bondsmen were held in a Mexico City prison since Monday. U.S. Embassy officials said no charges were filed and contacts with the trio or Mrs Amelia Miranda, the Hayward woman involved, were not established. Miranda was arrested Nov. 2 in a heroin raid and deportation is expected.
