Needy UC EOP shortfall prompts write in bid and local race
A UC study shows about one third of eligible students for the Educational Opportunity Program are turned away due to a $10 million funding gap. The program relies on nonstate funds and requests state support to expand. In Union City, realtor Henry DeBano, missing filing deadlines, announces a write in bid for city council with taxes as top issue among eight candidates.

Newark sees fewer auto accidents but more fatalities in 1970
Newark reports a 19 percent drop in total auto accidents and a 31 percent fall in auto related injuries for city streets, yet fatalities doubled from three to six in 1970. City Manager Turnford credits targeted high frequency accident locations and improved street signage lighting and channelization for the reversal amid a 14 percent rise in traffic volume. Economic losses dropped from 584 880 in 1970 to 552 490 last year despite the fatalities. The council plans hearings on capital improvements, a Thornton Avenue district redevelopment, and a new Tri City bus program.
