Easing of parental support law proposed in California
Sacramento reports Barton will introduce legislation to ease the 1971 welfare law requiring adult children to support dependent parents. The measure lowers the required contribution scale, arguing current levels burden middle income earners and may face court challenges to the welfare overhaul.

Questions of mental competence haunt Hughes secrecy
Former aide Dietrich, longtime Howard Hughes confidant, speculates Hughes hides for fear public appearance would raise questions about his mental competence and imperil his wealth and power. Life magazine canceled a $280,000 excerpt after deeming the manuscript a hoax while printing early Hughes photos and reminiscences. Dietrich notes Hughes survived three crashes and feared cross examination in court over his wealth, control of Trans World Airlines, and a Nixon loan.

1600 More GIs to Leave Vietnam
The U S command announced on Sunday 41 that 1600 more men will depart Vietnam. Helicopter units, including two troops of the 17th Air Cavalry, will be sent home from the Central Highlands 250 miles northeast of Saigon. Three companies of assault helicopters and one company of Chinooks are to stop combat operations and return to the United States. A UH-1 helicopter carrying four aboard was lost at Camp Hoaibay during a departure ceremony. Warnings note withdrawal diminishes U S helicopter strength in the Highlands amid a rising Communist threat.
