He warned against penalizing Oregon for influx and urged California to adopt the humane method promptly. McCall cited three small California programs and contrasted Oregon's estimated 400 addicts with San Francisco's 500 in a push for cross-state cooperation.

Democrats led by George Moscone reveal an alternative tax package to Reagan’s revisions. It would boost homeowner exemptions to 2000 dollars, offer renters a 100 dollar rebate, and rely on withholding to raise revenue while avoiding sales tax hikes. Moscone says the plan aims to relieve lower income Californians and reduces oil depletion allowances, but he cautions support hinges on fellow legislators.

Small rise in personal income signals slowing economy
Washington reported a modest January gain in personal income, at an annual rate of 733 billion dollars, about 2.4 billion higher than December. Most of the increase came from Social Security, unemployment insurance, and veterans benefits, hinting anti inflation measures are taking hold. Industrial production also fell for the sixth straight month, with the Fed noting a 0.6 percent dip to 169.9, partly due to the General Electric strike.
