State loses $100 million in loophole reform push
California faces a $100 million revenue loss from an insurance tax deduction loophole, with a student project estimating 12 firms fully escaping state taxes. Gen. David A. Roberts urged new legislation to close the gap, citing unfair competitive advantages for large insurers that own multi story buildings and deduct property taxes from state taxes. The study, led by Richard Budnick, notes several firms used the deduction, including Life Insurance Co. of California and Occidental Life, costing the state millions and prompting requests to end the loophole.
