Nixon veto blocks bipartisan daycare plan mobilizes Senate vote
The Senate fell short of a two thirds majority to override President Nixon's veto of a daycare bill. The vote was 51 for and 49 against, with seven Republicans switching sides. House passage had been narrow at 210-186. Nixon argued the plan was unworkable and politically risky, saying it would expand antipoverty efforts yet failed to modify administrative flaws. Supporters cited models from the White House conference and endorsements from major groups.
