San Leandro for the first time in 24 years did not lower the tax rate, keeping it at 4 cents per $100 of assessed value. City officials cited budget pressures, including pension fund subsidies, and debated modest cuts while noting state and federal funding trends. A $700,000 state loan for marina piers was approved.
