City Manager Don Driggs will raise the 1969 70 base budget to 7.9 million with about 4.1 million for salaries. Col. Robert B. Rheault and seven subordinates in Vietnam face premeditated murder and conspiracy charges in the slaying of a South Vietnamese man near Saigon on June 20. The group, part of the 8th Special Forces unit, includes Maj. Thomas C. Middleton and Capt. Leland J. Brumley among others. Army spokesmen ordered an investigation to determine trial readiness.
Two Hayward men were convicted of receiving stolen goods and given suspended sentences by Judge Leonard Cleden in Superior Court. Dennis P. Cacilhas, 21, and Columbus Howard, 22, received 12 months in county jail with three years on probation after appliances were recovered from Cacilhas's car. Both have prior police records. In June, Dennis W. Larson, 20, of 1780 A Street, Hayward, was sentenced to the state rehabilitation center in Corona on a felony narcotics charge.
In Sacramento the Senate, split along party lines, failed to override Governor Reagan's veto of 4.6 trillion dollars set aside for raises for low paid state workers. Democrats, led by Sen. Alan Short, argued the override unjustly trims pay for game wardens prison guards and highway patrols. The 17 to 12 vote left the veto intact, with Republicans holding a 21 to 19 Senate edge.

Alameda County Supervisors weighed a proposed $34,000 annual funding for the Death by Own Action Prevention Bureau to secure a state appropriation. Board members split with Supervisor Robert E. Hannon supporting a plan to redirect $400 to the county general fund, while Supervisor Joseph E. Bort and County Counsel questioned legality and warned it could jeopardize council funds. The board authorized a contract to restore $4,000 of a county cut to the National Safety Council budget, as debate continued over the bureau and safety council funding.
Fremont officials said service was restored by 4 p.m. yesterday after a construction crew broke a conduit near Alameda Creek, cutting long distance lines between San Francisco and Los Angeles. About 300 Niles customers were affected when cables collapsed at Frank Riddle Avenue and Montaldo Road. restoration was completed early yesterday.
Forecast for San Francisco Bay Area through Thursday calls for slight cooling, with patchy fog along the coast starting Wednesday night. Temperatures reach the low 60s near the coast to the 60s inland, with Wednesday night lows in the 50s and a west to northwest wind 10 to 20 mph afternoons. Sacramento Valley remains fair with little temperature change, Wednesday night low 60 to 70 and Wednesday high near 90s to 102, and winds variable 5 to 15 mph.
