NAACP leaders urged a Sacramento legislative committee to investigate the California civil service system after statistics showed low Black and Hispanic representation in state employment. Leonard Carter noted a 3 percent drop since 1965 and a pay gap of about 1600 dollars between Black and white workers, urging action to identify improvements. The federal recruitment has drawn away minority applicants, and only 15 percent of departments joined the Career Opportunities Development program.
