Judge raps state over welfare payments
Judge Alfonso J. Zirpoli accused California of flagrant disregard for federal law by not adjusting welfare payments while remaining under an appellate stay. He warned he would enjoin further federal funds if the stay is modified. California officials estimate the ruling could raise the state’s tax load by about 9.1 billion dollars as AFDC payments rise with cost of living.
