The President named Oscar of New York as envoy extraordinary minister plenipotentiary to Turkey Stranaa from a mercantile firm. Opposition fears echo past Turkish bias against Hebrews as the appointment stirs debate in various quarters. He also appeals for aid to build a Monrovia hospital, praising Liberia and urging support. Additional nominations include James F Tucker and Amory B Blaisdell for federal posts.

The confession followed his murder trial and death-penalty sentence, with mixed public opinion on his guilt.
A would-be assassin fired at Representative George W. Bailey of East St. Louis as he stood near his boarding house on Capital avenue. The 12 bore ball struck through clothing and a book before lodging near Bailey’s heart. Bailey and Labor member Karlowski were startled but uninjured. An arrest or motive remains unclear.
