A Topeka report says Kansas lawmakers 410000 appropriation to build an independent Peru refinery was ruled unconstitutional. The court held the project violated the state constitution by constituting an internal improvement and criticized Gov. Hoch for incitement against the oil trust. Bond-signing officers refused until constitutional questions could be decided.
Robert Mathieu, a convicted contractor, tried to commit suicide by tearing open his veins during the early hours of Friday at Owensboro. He killed William Watkins and James Gregson in June 1904 in a jealous dispute, and his death at sunrise followed a death watch report of self harm.

Dr George R Koch a New Ulm dentist faces a third trial for the murder of rival physician Dr Louis A Gebhardt of New Ulm on November first 1904. The proceeding in Mankato Minnesota is before Judge Loren Gray with Juror No 1 William Schaefer of Limetown and a jury panel expanded from thirty to seventy five after the regular panel was exhausted.
A Negro named Joe Woodman of Rives Arkansas was lynched near Dumas after eloping with the daughter of white man J S Small. Sheriff James Gould had captured the couple on a train the night before. The girl was returned to her parents. the jail was later broken and the Negro’s body was found hanging from a tree two miles away.
New York dispatch reports President Roosevelt may appoint Elihu Root secretary of state, with Root having reportedly accepted though no Oyster Bay confirmation yet. Other items note China approving indemnity settlements and a 150 million Japanese loan deal signed in London. Gustave A Glosson of Morrisville Pa confessed after detailed questioning by detectives to poisoning one son and attempting to kill another. Walter Glosson died May 19. Glosson, about sixty, kept an insurance policy on the boy he tried to kill. He is jailed in Doylestown Pa.
