Bond issue deemed payable without general tax levy
Des Moines January 4 A G Whitney editor of the Iowa Code says a proposed 100000000 road bond issue can be paid without a property tax levy since automobile license fees and gasoline taxes are direct taxes under constitutional provisions for state debts. Opponents contend diverting the primary road fund from license fees to retire bonds would be unconstitutional. Whitney calls the objections absurd and Governor Hammill will seek a supreme court ruling on direct taxation of auto and gas taxes before any bond issue vote.

State Executive Council Sets Livestock Value Schedule
The Iowa State Executive Council approved a tentative average livestock value schedule for 1928 to guide county assessors and reduce post return revisions. Values include Colts one year old 22 dollars two year 33 three year 48. Mules 24 86 54. Cattle feeding 40. Heifers 16 24 cows 82. Steers 18 27 38 bulls. Swine over 9 months 12. Sheep over 9 months 6 goats over 1 year as reported. Charles E Hearst supported the plan.

Iowa vigilances reduce bank robberies in Iowa
Frank Warner of the State Bankers association says Iowa is the best organized state for capturing bank robbers. By June 1 1927 there were 8071 vigilances and 42615 spent on guns and equipment. Eighth dozen counties have organized committees with sheriffs as central figures and sworn deputies. Darwin Huff returns to Iowa State College after visiting parents.
