Editorial notes a shift in city government with the city manager assuming responsibility for running city affairs under council policy. After years of upheaval and stalemate, the move is praised as a fair test of the manager’s capability and the city’s future stability depends on his performance and the council’s support.
CA chairman Sarnoff this week urged shifting billions into missiles and satellites. He recalls a past keynote on science as a final test, imagining a new two point system and its thrill for fans yet ulcer for coaches.
The council discussed a complete zoning ordinance with maps and proposed thoroughfares and set a Jan 23 meeting date for revisions and approval. Fire Chief Smyers urged a new 10 hp siren system costing about 491 dollars for broader coverage, with half funded by government. A plan to relocate the police department and corporate court to the jail building and move the tax department back to city hall aims to save about 2700 dollars yearly. Bids on a centrifugal pump, compressor, and tractor were tabled again pending trade-in values. New councilman J A Lee was sworn in.
Jay Williams, market manager of Modern Grocery, announced his candidacy for precinct two commissioner. He cites Osage County roots and Andrews residency since 1948, pledging full-time service, no other business interests, and a focus on county progress while opposing detrimental moves.
The county chapter of the American Cancer Society meets at 7:30 p.m. in the Junior High auditorium to elect 1958 officers. Nurses across the county are urged to attend, with Barbara Leggett of Midland expected to assist.

Local post office reports a 16 percent rise in postal receipts for 1957 over 1956 reaching a record 73 887. Fourth quarter receipts totaled 20 728 aided by holiday mail. every quarter except the third showed increases. Post office officials urge residents to install home mail boxes and require street numbers in mailings. circulars may not be placed in mail boxes without postage.
Two city councilmen resigned and Police Chief G L Fox was ousted after a 3 2 vote at a special meeting. City Inspector Guy Thompson was fired and City Manager J L Horner named Clinton Dame Acting Chief. A special election set for January 28 to fill vacant council terms.
The Mustang football banquet will be held at 8 p.m. Saturday in Central Primary Cafeteria. Abe Martin, Texas Christian University head coach, will be principal speaker and bring a film from a TCU game. Tickets cost 1.50 dollars and can be bought at Brownie’s Oil Well Servicing Co. or City Electric. Reservations to 3-2524 or 3-3361. pay at door. Dues must be bought by 7 p.m. today.
County tax collector office reports 770 poll tax receipts issued, a figure inflated by 44 during the Downtown Lions Club luncheon setup on Tuesday.
The Commercial State Bank re-elected its board of directors and officers for the coming year at a stockholders meeting. Executive vice president W. C. Young praised staff loyalty and industry as a source of strength for the new year. Directors include W. A. Farmer chairman Johnny E. Smith president William C. Young exec VP Charles Roberts Sr Carl S. Nam Charles Carruth T. D. Hamilton Jack Kane Lloyd gan D. C. Nix and Charles Itzer. R. J. Ream is cashier.
A large group met to collect opinions on a proposed high school plant. Supt. T A Roach invited trustees, educators, architects, consultants, student leaders, and local officials to eight discussion groups. University of Texas consultants led afternoon analyses. A second session is planned for January 25 to tackle who will be taught.
