J A Ulmer, a local building contractor and former Andrews mayor, was elected to the vacant city council seat in a special election. He secured 221 votes out of 413, beating Ralph Merritt who had 122 and Carl Paslay with 70. Ulmer will serve the unexpired term ending in April.

Virgil Lasater, county judge of Andrews County for 21 months, announces candidacy for the office. Appointed in March 1956 by the commissioners court to fill an unexpired term, he is a former Andrews mayor and has 23 years in the county and city. He worked 2.5 years for Fuhrman Petroleum, 9.5 years for Humble, then ran a grocery and a furniture store. He thanked voters for cooperation and said he would continue to be fair if re elected.
Hi School officials presented a plan for a new high school building and reviewed a college grade study of Andrews graduates. T A Roach outlined the procedure while Principal J Lee Smith reported on graduates' college attendance. The board favors building a new high school after a survey by John Reid & Associates of California.
Precinct two official Gene Irwin announced re election bid for a fourth term. He touts county growth, road and park improvements, and permanent facilities to attract residents, noting oil driven revenue. Sam M Smith also seeks re election for county and district clerk in Andrews County, highlighting office growth to five full time clerks and his record.
Four new directors were appointed to the Permian General Hospital Board by the County Commissioners Court. J. R. Bills Gordon Cox and Bill Young received two year terms. Guy McGill fills the unexpired one year of J. B. Reeves. Norman Galloway and Cecil Gerber will serve one more year. O. D. Huckabee and L. B. Williams leave. New officers to be elected at the first meeting of the year.
The two local banks report final quarter deposits surpassing 8.8 million, up 1.95 million from Q3. First National Bank shows 5.10 million in Q4 deposits, Commercial State Bank about 3.69 million, with combined loans near 2.49 million, up 47 thousand from Q3 and up over 390 thousand from 1956.
Fannie Mathews announced her bid for re election as county treasurer. She is noted as the county’s second oldest official behind County Clerk Sam Smith. Mathews said she has tried to serve honestly and will continue to do so with past support and cooperation.
Winfred Hudgens announced his candidacy for re election as precinct four commissioner seeking a fourth term. He cited prior record and a new expansion program in roads paving and permanent improvements and pledged full time service and cooperation with county and city officials. He plans to visit every voter in his precinct before the July primaries to win support.
A weekend blizzard dumped up to 15 inches in western Andrews County with 9 inches in Andrews city and 11 inches in the northern area. Rain preceded the snow as roads iced and travel halted, prompting cancellations and tied chains on vehicles.
The State charges John Wise with negligent homicide in a traffic crash that killed four people near town on Sept. 4. Wise is out on a $1000 bond and is scheduled for a 9:30 a.m. hearing in County Court today.
Seven Andrews citizens were named to the Citizens Research Group board. New directors taking office include Jack Fielden James J Harmon James O Jones Jim Burcham Bob Barnes Mrs E B Dempsey and Bob Luck. Terms vary Fielden two years others three years. The group meets at 7 30 pm in the commissioner’s court tonight to begin its second year.
