The Loving ton city council heard Ed Bell of Lovington request a cable TV franchise for Andrews with plans to start within 90 days after FCC approval. He cited adding channels including i1 and 13 from Dallas Fort Worth and a weather station. The council tabled the matter for study amid questions.
County commissioners named Commercial State Bank as county depository for 1971 to 1973 and authorized the auditor to advertise bids for a battery operated defibrillator for Jermian General Hospital with bids due March 1. They hired James Henry Welch as district court bailiff effective January 28 and approved a raise for Greg Pipkin while approving Mrs. F. D. Hughey as temporary woman deputy assisting in returning a woman prisoner to Andrews.
Akin to Speak Lion's Banquet honors 30 years of the Andrews Downtown Lions Club with guest speaker A. C. Cullen Akins on Thursday Feb 18 at 7 p.m. in the junior high cafeteria. Special music by The Brass features Lemond Carlton Pat Flanary and others.
The annual report notes a nationwide and local crime increase of about ten percent from 1969 to 1970 led by property crimes such as theft and burglary. Traffic accidents rose 22.5 percent with no fatal city incidents, and calls to the police totaled 207 for the year. A club program by Nancy Ruff covered a tour of Asia and the Pacific.

About 40 schools are expected to attend.
