Gun controls in England fail to deter crime says Harvey
The article argues Britain’s gun restrictions did not curb crime and credits a rise after 1957 to changes in homicide laws and abolition of capital punishment. It asserts only the threat of judicial homicide deters killers, warning the United States to heed this grim lesson.

Insurance rate cuts eyed for most regions in Texas
The Texas Insurance Advisory Association urged the State Board of Insurance to cut extended coverage rates by 16.2 to 17.7 percent in North-Northwest and 12.1 to 17.5 percent in other territories while fire insurance would fall 7.7 percent statewide. The Seacoast area would see higher extended coverage costs and homeowners rates, with a mixed impact across Gulf Coast and Central Inland zones. About 500 agents backed the plan though some protested a proposal to standardize commissions.
