South Carolina Debt Inquiry Reveals Consolidation Flaws
A state commission reports that consolidation bonds and stock issued to fund public debt were often without proper authority or falling outside the law. It cites forged and duplicative bond issues, detached coupons, and improper pledges by the Financial Agent, weakening claims against the state and prompting scrutiny of acts from 1868 to 1872.
