In Charleston on April 8 1869 stockholders of the Blue Ridge Railroad Company met in the Mayor s office. The reading of prior minutes and reports followed by a committee appointed to review conclusions. A second session on April 9 adjourned with resolutions creating a three stockholder committee to draft by laws and consider mortgage bond representation and an executive committee. The president and board urged further capital and organizational steps to resume work toward Franklin and Chattanooga routes.
