Senate Edges Toward Treaty Amendment Pact
Washington sources say Senate and White House are nearing a compromise on future amendments to the test ban treaty. The plan would add language to the ratification resolution affirming Congress's right to advise and consent on amendments and the treaty. Senator Russell remains wary of the pact’s lack of inspection provisions and urged ongoing discussions with Fulbright.
