Dam Disaster Could Have Been Halted

Washington AP reports a dam break in West Virginia killed people due to failure of state and federal officials to meet legal duties. The Corps blamed construction from mine wastes and insufficient inspections, saying the structure was doomed from the first dump and the rainfall was an expected event. They cited shared responsibility by the Bureau of Mines, state authorities, and Buffalo Mining Co, and criticized the "let George do it" approach that led to tragedy. The Senate subcommittee hearings emphasized the disaster was preventable with proper design and oversight.
